ANNUAL PLAN OF OPERATION (APO)

The "Project Tiger" was launched in April, 1973 with the objective "to ensure maintenance of a viable population of Tigers in India for scientific, economic, aesthetic, cultural and ecological values, and to preserve for all times, areas of biological importance as a national heritage for the benefit, education and enjoyment of the people".

In order to achieve its objective, every financial year the NTCA provides funding support to Tiger Reserve which submit their funding requirements through Annual Plan Operation (APO) proposals. As it is a centrally sponsored (plan) scheme and 90:10 Central assistance would be provided for non-recurring expenditure and 60:40 Central assistance would be provided for recurring ones.

The major non-recurring activities are construction of buildings, development of communication – road, wireless etc., purchase of various equipments, scientific items, protections, development of water facilities, eco-development works, shifting of villages and cattle, miscellaneous tools, development of veterinary research and compensation to the legal heirs of staff/person killed while performing official duty of Tiger Reserve, and any other non-recurring item specific to the Tiger Reserves.

  1. Anti-poaching initiatives;
  2. Strengthening infrastructure within tiger reserves;
  3. Habitat improvement and water development;
  4. Addressing man-animal conflicts;
  5. Co-existence agenda in buffer and fringe areas with landscape approach;
  6. Deciding inviolate spaces and relocation of villages from critical tiger habitats within a time-frame by providing a better relocation package, apart from supporting States for settlement of rights of such people;
  7. Rehabilitation of traditional hunting tribes living in and around tiger reserves;
  8. Providing support to States for research and field equipment;
  9. Supporting States for staff development and capacity building in tiger reserves;
  10. Mainstreaming wildlife concerns in tiger bearing forests outside tiger reserves, and fostering corridor conservation in such areas through restorative strategy involving local people to arrest fragmentation of habitats;
  11. Providing safeguards and retrofitting measures in and around tiger reserves and tiger bearing forests for wildlife conservation;
  12. Strengthening the infrastructure of National Tiger Conservation Authority at the Centre;
  13. Carrying out independent monitoring and the evaluation of tiger reserves;
  14. Establishment and development of eight new tiger reserves;
  15. Provision of project allowance to all categories of staff working in tiger reserves;
  16. Providing residential amenities to facilitate basic education to children of frontline field staff posted in tiger reserves;
  17. Providing assistance to States for fostering ecotourism to benefit local people

The recurring activities are allowance of the staff, habitat improvement, water facilities, fire protection, maintenance of various items, publicity and extension, protection measures and legal assistance for dealing with wildlife offences and any other item, recurring in nature, specific to the Tiger Reserve.

Sabarimala Master Plan

Sabarimala temple, dedicated to Lord Ayyappa, is situated in a deep, dense forest of Sabari Hills, in the Ranni-Perunad Panchayat of Pathanamthitta District of Kerala. The region falls under the Periyar Tiger Reserve (PTR) of the Western Ghats.

Considering the unique location of the temple, the heavy pilgrim flow during the peak pilgrim season (usually from mid-November to mid-January) converging at Pampa and Sannidhanam, the influence of the pilgrimage on the region and the resultant impacts on pilgrim safety,facilities and the environment; the Public Accounts Committee (PAC) of the Parliament of India and other stakeholders recognized the need for a comprehensive Master Plan for Sabarimala.

In view of the above, IL&FS Ecosmart Limited (Ecosmart) was commissioned by the Government of Kerala (GoK) for preparation of an “Outline of the Master Plan for Sabarimala” (Concept Plan) that would form the basis for a Master Plan for Sabarimala, based on the Terms of Reference prepared by the GoK. The Concept Plan was submitted to the GoK on March 24, 2005 and was accepted by the GoK on May 9, 2005.

Revised Procedure for Fund Release under Centrally Sponsored Scheme – Project Tiger

With a view to have more effective cash management and enhance the efficiency in the public expenditure management, the Department of Expenditure, Ministry of Finance, Government of India has introduced the revised procedure for release and monitoring utilization of funds under Centrally Sponsored Scheme. The revised procedure of fund release will have to be followed by all the State Governments and Ministries/ Departments of the Government of India with effect from 1st July 2021.

In order to facilitate implementation of revised fund release procedure, the Department of Expenditure, Ministry of Finance has been issuing Office Memorandums (OMs) from time to time. All such OMs are given below for ready reference.
